update rcs tests for new rcs plugin load method
...
As a side effect, since loadplugins is called, mdwn is loaded, so
rcs_recentchanges will return page names, not filenames, for mdwn files.

* Allow svnpath config option to contain additional extra slashes anywhere

w/o confusing ikiwiki.
* Rcs modules are now imported, so other modules that need similar
normalisation of configs etc can do so.
