I tried the workaround of hardcoding the path to the CA root, using `PERL_LWP_SSL_CA_PATH=/etc/ssl/certs`, but then I hit *another* bug in LWP: [#738493](https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=738493).
