Subject: [PATCH] barracuda: update info.json layout macro reference (#13874)

* barracuda: update info.json layout macro reference

- change LAYOUT to LAYOUT_ortho_3x11

* remove Community Layouts rule

ortho_3x11 isn't a valid Community Layout.
